The Political Environment: Can Waukesha Get Oak Creek Water For Less Than $261 Million?

Isn't the problem with Milwaukee not so much that they will not agree to an expanded service area, but that they won't agree to the expanded area without  also having agreements on housing, transit, jobs, etc. that are also part of the regional land use plan? Waukesha wants the water, but has a history of not cooperating in these other areas. Without a comprehensive agreement including these other important factors, Milwaukee is right to hold a water agreement hostage.
